Union Council of Ministers?
The Union Council of Ministers is headed by the Prime Minister. This team of ministers is involved in every important decision and meeting of the government. According to Article 74 of the Constitution, there will be a council of ministers headed by the Prime Minister to assist and advise the President, which will do all the work as per the advice. Article 75 says that the President appoints the Prime Minister. The President also appoints other ministers on the basis of the Prime Minister’s recommendation. After the cabinet minister, comes the minister of state (independent charge). Ministers of this category also report directly to the Prime Minister. They are independent in-charges of their departments. However, the Minister of State (Independent Charge) does not attend cabinet meetings.

They report to the Cabinet Minister and not to the Prime Minister. In the government, usually one or two ministers of state are appointed under a cabinet minister according to the size of the ministry. Difference in the salary of Cabinet and State Ministers

According to the information, a Lok Sabha MP gets a total of Rs 2.30 lakh every month including salary and allowances. Whereas the Prime Minister gets Rs 2.33 lakh, Cabinet Minister gets Rs 2.32 lakh, Minister of State (Independent Charge) gets Rs 2.31 lakh and Minister of State gets Rs 2,30,600.
