Kolkata Rape-Murder Case: There is anger across the country over the brutality with a female doctor in Kolkata, the capital of West Bengal. The doctors’ protest has been going on for more than a week. Doctors in all major cities including Kolkata, Delhi, Mumbai are taking to the streets demanding justice for the victim. The Supreme Court is going to hear the Kolkata rape-murder case on Tuesday (August 20). It has taken suo motu cognizance of the matter. According to the cause list uploaded on the court’s website, a bench headed by Chief Justice DY Chandrachud will hear it. This hearing can take place at 10:30 am.
On the suo motu cognizance of the Kolkata case, lawyer Satyam Singh said, “The Federation of Residents of Doctors Association (FORDA) filed an intervention application in the court. FORDA has demanded the court to issue a guideline for healthcare professionals. There has also been a demand to deploy central forces for the security of the staff of RG Kar Medical College.”
Accused Sanjay Roy’s mother-in-law has demanded death penalty for him. She said, “My relationship with him was very strained. My daughter and his marriage lasted for two years. It was his second marriage with my daughter. Initially everything was fine for six months. When she was 3 months pregnant, he got an abortion done. He also beat me up.” The accused’s mother-in-law said, “A complaint was also lodged with the police regarding the assault. After this, my daughter started falling ill continuously, I bore all the expenses of her medicines. Sanjay’s condition was not good. Whether he is hanged or whatever is done to him, I will not say anything. He does not have the ability to do this alone.” The Union Health Ministry has ordered to increase security deployment by 25 percent in all central government hospitals. After conducting their security assessment through government hospitals, if they demand to increase security, then the deployment of marshals will also be approved there. They will get this facility in addition to the standard security protocol. A committee will be formed under the chairmanship of the Directorate General of Health Services (DGHS) to look into various aspects of security and facilities in hospitals for resident doctors such as duty rooms, working hours and conditions and canteen services. Its job is to investigate all those aspects which are necessary for doctors. The Union Health Ministry has released a list of security measures to be implemented in all central government hospitals. All hospital heads have been informed about this. It states that if female healthcare workers are deployed at night, their number should be more than one.
If a female doctor or healthcare worker goes anywhere in the hospital at night, a guard should be sent with her. Transport will have to be provided to women for night duty. The entry and exit points of the hospital should be constantly monitored. The person coming to the hospital should also be checked.
Adequate number of high resolution CCTV cameras should be installed at strategic locations including entry-exit doors, corridors, dark places and sensitive areas. A control room should be formed, which helps healthcare professionals in emergency situations.
The CBI has got permission to conduct a polygraph test of accused Sanjay Roy. An officer said that contradictions were being seen in the statements of the accused. We had sought permission from the court to conduct a polygraph test, which we have got. Through this, important information related to the case can be obtained from the accused.
